MINUTES
A special public hearing
regarding the proposed 2005/2006 Snow Removal Fee Increase of the Cedar
Mountain Fire Protection District Governing Board was called to order at 6:00
p.m. on August 12, 2005 at the Cedar Mountain Fire Station, 10 Mammoth Creek
Road, Duck Creek, Utah by Chairman Charles Brechler.
Presentation of the Snow
Removal Committee – Jim Bracken, Chairman
Jim
Bracken presented a synopsis of the work done by the Snow Removal Committee to
the public. Key points that were
presented were:
- Changes needed in the
snow removal contract
- Time of snow plowing
- Prevention of damage
to roads and property
- Discussion of roads
not up to prevailing standards
- Types of Bidding
proposals
- Snow Removal Manager
duties and obligations
- Visibility, access at
intersections and crossings for snow mobiles as well as vehicular traffic
- “How To Improve Over
Last Year”
Comments
by Chairman Charles Brechler
Chairman
Charles Brechler made the following key points to the public:
- $35 special fee for
snow removal was assessed of each lot on the data base for 2005/2005
season
- $55 special fee for
snow removal is being recommended for each lot for the 2005/2006 season
- The Chairman encourage
those property owners where possible to combine lots so as to save on
multiple charges per lot for special fees
Comments
by General Public
The
following key comments were made by the public present for the public hearing:
- A need for better notification
of meetings so that the public is made aware of meetings
- Question: Is there any carry over of surplus
monies from one year to the next?
Answer: Yes, up to 100%.
- Question: Is there a special account set up for
the fees collected for snow removal?
Answer: Yes there is so that
the fees are not intermingled with other accounts not related to snow
removal.
- Question: How are roads determine whether they
should be plowed or not?
Answer: The County
determines what roads are to the minimum standards for snow removal
- Question: Will there be credit given to lots that
were charged but not plowed?
Answer: Yes there will be a
credit
- Question: How was the 2004/2005 assessment fee
calculated? Answer: The formula was based upon input from
the Snow Removal Contractors
- Question: Since the US Forestry is ticketing areas
were snow mobiles were once parked in Swains Creek can the road be plowed
back to a parking area by the barn?
Answer: Swains Creek is not
presently approved for plowing due to the availability of water and
hydrants. Therefore there is no
assessment for snow removal until Swains Creek has water and
hydrants. However, any Snow Removal
Contractors will be encouraged to speak to the HOA of Swains Creek
regarding their request to have the road plowed. This expense will be the burden of the
Swains Creek residents.
- Question: When will certain roads be to the
minimum standards for snow plowing?
Answer: That is outside the
scope of the CMFPD and only the County can answer that question.
- Question: What is the distance between fire
hydrants? Answer: 500 Feet.
- Question: What kind of snow removal equipment will
be used this year versus last season?
Answer: The recommendation
is the primary use of blowers versus blades.
The
